Can the Philippines Become a First-World Nation? LEAD4R Lessons Beyond the Classroom

Introduction: This blog post provides a summary of the learnings gleaned by Chai Cabanez in his ongoing participation in the LEAD4R Fellowship. This ten-month executive course offered by the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman, cultivates exceptional leaders equipped with the tools to navigate complex challenges. The program emphasizes results-oriented leadership, critical thinking, collaboration, and a "bibingka" approach, combining top-down and bottom-up strategies.

The fellowship brings together a diverse cohort of established and emerging leaders from various sectors, among which, Chai Cabanez is part of this year’s roster. As a Computational Designer in the Applied Research and Development Team at Palafox, Chai contributes to the firm's mission of creating sustainable and resilient communities.

Advanced Leaders for Future Sustainable Cities

A few principles discussed in the program were the development of several core competencies of advanced leaders. These competencies provide a solid foundation for addressing the multifaceted challenges of urban life.

  • Urban governance: Enhance understanding of how governance structures and policies impact urban development and planning.
  • Strategic Planning: Develop skills in strategic planning that can be applied to urban planning and architectural projects.
  • Policy Analysis: Learn to analyze policies related to urban development, housing, infrastructure, and sustainability.
  • Community Engagement: Gain insights into engaging with communities to create inclusive and participatory urban planning processes.
  • Sustainable Development: Focus on sustainable and resilient urban development practices, essential for architects and urban planners.
  • Leadership in Design: Foster leadership qualities that can drive innovative and effective architectural and urban planning solutions.
  • Tech-Driven Urbanism:  Leverage technology, data analytics, and AI to enhance urban planning, optimize resources, and improve city life.

Understanding how governance structures and policies impact urban development is crucial. The fellowship provides a deep dive into the complexities of policymaking and its influence on city planning. Coupled with this, the ability to develop and implement effective strategic plans is essential for achieving long-term urban goals.

The program stressed the vital role of community engagement in urban planning. By actively involving residents and understanding their needs, urban planners can design cities that are more inclusive and fair for everyone. Additionally, the program highlighted the necessity of incorporating sustainable development practices to create urban environments that are both resilient and eco-friendly.

It also underscored the importance of interdisciplinary collaboration. By working together with experts from different fields, urban planners and architects can gain diverse perspectives and incorporate them into their projects, leading to more comprehensive and effective solutions.

Leadership and Governance: Key Takeaways

The fellowship provides valuable insights into leadership and governance. Through interactions with former cabinet secretaries, participants gain firsthand knowledge of policy challenges and opportunities. Key takeaways include:

  • Agility and innovation: Leaders must be agile and innovative to navigate the complexities of the 21st century. Leveraging AI and fostering collaboration are vital in addressing VUCA (Volatile, Uncertain, Complex, and Ambiguous) problems.
  • Working within the bureaucracy: Leaders must master the art of working within the bureaucracy to maximize development potential.
  • Holistic approach: Urban development requires a holistic approach that integrates architecture, planning, and policymaking.

These insights emphasize the need for adaptable and forward-thinking leaders who can effectively work within existing systems to create positive change.

Room for Improvement

The growth and prosperity of the nation rests in the hands of every Filipino. Emerging leaders must possess foresight, a strong vision, and unwavering discipline. As the economy expands, there will be a greater need for developed cities. Architects and planners will play a key role in collaborating with policymakers to ensure that cities align with the Sustainable Development Goals (SDGs) by 2030.

Significant infrastructure investments are necessary to support economic growth, particularly in transportation, communication, and energy sectors. Leaders must be decisive, resilient, and prioritize long-term sustainability. Empowering local communities to take charge of their environmental and climate initiatives is also essential.

Key Principles from FVR's Leadership

The fellowship program, created in honor of the late Philippine President Fidel V. Ramos (FVR), imparts his valuable lessons on leadership and governance:

  • Resilience: Leaders must remain steadfast and optimistic in the face of challenges.
  • Long-term sustainability: Decisions should prioritize environmental, social, and economic impacts.
  • Adaptability: Embracing change and flexibility are crucial for effective leadership.
  • Community focus: Developments should prioritize the needs and well-being of the community.

A Call for Transformation

“It will take a comprehensive and transformative change in values and moral renewal throughout the entire country in order to achieve the fullest potential of the nation”

The country is at a critical juncture in its development. To realize its full potential, the Philippines needs leaders who are equipped to address complex urban challenges. The LEAD4R Fellows are poised to play a pivotal role in shaping the future of Philippine cities.Architecture and Urban Planning is not just an end, but a means that can be integrated into policy and the decision making process.

Becoming a first-world economy by 2050 will require the collective effort of both top-down and bottom-up leadership development. Moving fast and moving with precision is required to achieve large-scale and exponential growth for the country. Much of today's problems can be addressed with innovation and creativity. As LGUs become more devolved, there is a call for a more innovative approach to bottom-up development.
